PROJECT PIPELINES

Within the framework of the CoM East project, with the participation of the Technical Helpdesk and Country Experts, national databases of project proposals – project pipelines – in the field of energy efficiency, renewable energy and climate change adaptation were developed for each Eastern Partnership country. The project pipelines aimed to increase the transparency of local (municipal) investments and empower municipalities to find potential investors, donors and partners, which should ultimately help raise the funds needed to implement their SE(C)APs.

Project pipelines

The collection of data on project proposals was organised using the previously developed unified questionnaires for the following main categories of projects: energy efficient street lighting, energy efficiency in buildings, energy efficient transport, renewable energy, district heating, waste management and climate change adaptation.

The databases contain information on the baseline of energy consumption of pilot facilities (e.g., lighting systems or buildings), content of the proposed activities, amount of investments required and expected results (e.g., reducing energy consumption and greenhouse gas emissions).

Information on the collected municipal project proposals in English and national languages of the Eastern Partnership countries is available to all potential investors and donors as well as stakeholders in the Funding Cities Projects section (“Support” tab) of the CoM East website. The unified questionnaires on project proposals are also available on the website, which will enable all interested Signatories submitting new successful proposals within their SE(C)APs.

MUNICIPALITIES IN THE NEW REALIA

Starting from March 2020, Signatories of the Covenant of Mayors in Eastern Partnership countries faced a new situation of COVID-19 pandemic, which made them searching for alternative, creative or innovative measures and activities in order to ensure sustainable development in their communities as well as to meet the undertaken energy and climate change adaptation commitments.

Small Talk with the Mayor

Representatives of big, medium size and small municipalities conducted thousands of meetings, mostly in digital format on different online platforms, to discuss and address the most crucial challenges, share useful experience and support each other to build up a more resilient energy future.

So, how do the leaders of the Covenant community contributed to sustainable development in the pandemic realia? In the framework of the #EUSEW2020, the CoM East project organized a flash mob “Small talk with the Mayor” – a series of online meetings of the CoM East Country Experts with the representatives of the Covenant community in the EaP countries. Mayors and CoM Territorial Coordinators from different municipalities shared their insights and good practices on leading the clean energy transition and green recovery after the pandemic.

On October 15, 2020, Zaporizhzhia City Council joined the "Covenant of Mayors on Climate and Energy".

CoM East: Graphical guidelines

The present guidelines provide basic rules and specificities of using the EU CoM logo, CoM Logo Eastern Partnership and CoM logo in countries, as well as the requirements to the EU4Energy visibility.

The EU4Energy Initiative covers all EU support to improve energy supply, security and connectivity, as well as to promote energy efficiency and the use of renewables in the Eastern Partner countries Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. It does this by financing projects and programmes that help to reform energy markets and to reduce national energy dependence and consumption. Over the longer term, this makes energy supply more reliable, transparent and affordable, thus reducing energy poverty and energy bills for both citizens and the private sector.
